In another raid by the GTTF, we see Jenkins and the rest taking cash from the suspects for themselves. Meanwhile, Sean Suitor, who is a homicide detective who genuinely wants to do good police work struggles with investigating a shooting as the locals don’t want to speak to the police in light of what happened with Freddie Gray. How high up the chain of command does the corruption go in the GTTF?

We Own This City Episode 3 Recap
The episode starts with Tom being escorted into an interrogation room where he speaks to his lawyer. The lawyer advises him to cooperate in the federal investigation as the entire unit he was in charge of went bad and was involved in various acts of corruption. In a flashback scene from 2016, we see that Hersl is transferred to the GTTF after the complaints against him pile up.
For his first operation with the GTTF, Hersl joins Tom, Gondo, and Rayam as they tail a suspect linked to a drug dealer. As they raid his house for guns, Tom steals ten thousand dollars from the man’s house for himself. In the present, Tom admits to his lawyer that he ended up keeping all of that cash for himself and that he got greedy on that case.
Meanwhile, Nicole tries to get more help from the Captain regarding Hersl. But he claims his focus is on addressing the fundamental problems at the department which is already hard enough to do considering that the Mayor he currently works for won’t be running for another term. In a flashback to 2005, we see Jenkins use excessive force while arresting two men who were simply sitting on their steps and drinking a beer and didn’t get back inside immediately after Jenkins told them to. Instead of condemning him for excessive violence, his superiors tell him he must fabricate his paperwork in cases like these to make it seem as if there was a higher threat of violence to him in order to justify his excessive use of force.
